What the number is
A percentage of a named color space. The percentage on its own is not a quantity: it is a fraction of a scale, and swapping the scale changes what the same number means. A figure above one hundred is not an error either — it means coverage beyond the reference for that scale, which is a statement about a different shape, not a bigger one.
